If anyone can help me with understanding how Measure Report and Practitioner are connected. If I correctly understand Measure Calculation is performed for some Practitioner, but Measure Report does not have any link to Practitioner. This means that Measure Report exists by himself separately alone. This is unclear and I’m not sure how to implement this based of FHIR.
At the moment, MeasureReport only identifies the organization making the report - it doesn’t identify a specific practitioner. It may be that there are use-cases for Practitioner-specific measures rather than just Organization-specific measures. If so, please submit a change proposal using the “propose a change” link at the bottom of any page in the FHIR spec.
