Is it appropriate to use the Resource.language to capture that language in which the respondent completed the questionnaire?

umm, probably? Would the questions and answers be in different languages?

No. the question and response will be in the same language.

Just to note, the content of QuestionnairResponse resource will always be in English, but when the questionnaire is administered it will be in the language of preference of the respondent.
