Appointment request business rule attributes - which Resource?

Example:

Doctor A : minimum slots for new patient = 2, Referral required=Yes, PreConsultTesting=[ECG, Spiro]
Doctor B: minimum slots for new patient = 1, Referral required=No, PreConsultTesting=[ECG]

Which resource should we use to save all these business rules?
