1- Can a CodeSystem supplement define new properties or filters that don’t exist in the CodeSystem supplemented ?
2- Can a CodeSystem supplement reuse the same properties (or a subset) or filters (or a subset) defined in the CodeSystem supplemented ?

Yes - that (along with providing additional display names) is one of their primary purposes
Generally a supplement wouldn’t declare that properties defined by a code system apply to codes within the code system that the original code system didn’t identify. I don’t know we’ve ever said that can’t happen, but it would be odd and somewhat suspect. (Rather than defining new information, you’d essentially be saying the base code system custodian missed declaring certain properties they should have.)
