Hi,

Does a diagnosis that may have multiple roles (e.g. discharge and billing) expected to be repeated or should the cardinality for the use attribute be changed to 0…* vs. currently set for 0…1?

At the moment, yes, you’d repeat the reference. However, you could propose changing the cardinality of the role element if you think that’s something most systems would support (and prefer)
