Fhir Modifiers on search parameter

Hello folks

I have been looking at this guide about modifiers and jsut wanted to inquire on how to specify a modifiers ie :not for a search a parameter. My use-case is to implement the :not modifier on the _has search parameter in the hapifhir-plain server. I have thought of using the setValuAsQueryToken method to set the qualifier and the value, could this be the right approach ?
