If I want to implement FHIR on our EMR , does EMR need to follow HL7 EHR functional model ?
No, the EHR functional model is not required to support FHIR api to an EMR. The EHR Functional model is focused on a laundry list of “functions” that an EHR might have, with some profiles of various kinds of EHR products subset from that laundry list. These functions are independent of FHIR model.
