How should I accept Attachment images for Insurance Card images for Claim Processing?
Should i pass them as an Attachment resource?
Should I pass them as a signed URL in a CodeSystem?
Is there a standard for adding images to a bundle that are not diagnostic but administrative (Financial)
What country are you working in? Images are sent the same way regardless of purpose (Binary or DocumentReference).
