So my assumption is you cannot have multiple types defined at the same time.

i.e valueQuantity and valueString

Please confirm!

You could allow valueQuantity or valueString, but you couldn’t have both. (Note that valueQuantity could have an extension that expresses a string rendering of the quantity if that were necessary.)
