Organization reference in OrganizationAffiliation

We are building out a provider directory via the PDex Plan Net IG. We will use organization affiliations to connect single Organization resources to single Network (Organization) resources and multiple Location resources.

OrganizationAffiliation resources have an organization element (“primary-organization” in searches) and a participating-organization element, both providing reference to an Organization resource. What is the intended relationship between these two elements? Which of these would be best to use for an OrganizationAffiliation resource that is associated with only one Organization resource?

The participating organization is the organization that ‘plays’ the role defined by the OrganizationAffiliation.code to the ‘primary’ organization. So if the OrganizationAffiliation.code is ‘subsidiary’, then the participating organization is a subsidiary of the primary organization.
