Resource for oxygen administration

What is the best resource for oxygen administration?

I want to represent information about oxygen flow rate and concentration, start and change times, and oxygen administration routes (e.g., oxygen mask).

I am wondering if the Procedure resource is suitable, but I am troubled by the fact that it is often managed in the EMR together with information related to vital signs such as consciousness level.
